One recent decision by Pennsylvania’s Commonwealth Court regarding a Lancaster County case addressed the issue head on ruling that the Manheim Township School District must provide transportation to both parents’ homes. Some of the factors influencing the Court’s decision in this case may limit the application of this ruling in other cases. Significant in the Court’s decision were the fact that there were empty seats on the bus, the district didn’t have to create a new bus stop and that the child spent equal time at each of his parent’s homes.
